The fitment factor was designed to ensure approximately 14.29% increase in pay plus revised allowances. The actual benefit was estimated at 23.55% when including HRA, TA, and other allowances.

Until the 8th CPC is implemented, all salaries continue to follow the 7th CPC pay matrix with bi-annual DA revisions.
The fitment factor is 2.57. It was used to convert 6th CPC pay to 7th CPC by multiplying (Basic Pay + Grade Pay) by 2.57. This resulted in approximately 14.29% increase in basic pay, with total benefit including revised allowances estimated at 23.55%.
Minimum: ₹18,000/month (Level 1 — MTS, Peon). Maximum: ₹2,50,000/month (Level 18 — Cabinet Secretary). With DA at 53%, the effective minimum is ₹27,540 and maximum is ₹382,500.
There are 18 pay levels in the 7th CPC Pay Matrix. Each level has 40 stages (cells) with approximately 3% annual increment per stage. Teachers are typically placed in Levels 6 (PRT), 7 (TGT), 8 (PGT), 10 (Vice Principal), and 12 (Principal).
DA crossed 50% in January 2024. This triggered an automatic revision in HRA rates: X-city HRA increased from 24% to 27% of basic, Y-city from 16% to 18%, and Z-city from 8% to 9%. This effectively increased take-home salary for all government employees.
The 8th CPC is expected to be constituted in 2025–2026 with implementation likely from January 2027. The expected fitment factor is 2.28–2.86 based on historical patterns. Until then, 7th CPC pay matrix with regular DA revisions continues to apply.
