What Is the 7th Pay Commission?
The 7th Central Pay Commission was constituted in February 2014 under the chairmanship of Justice A.K. Mathur to review and revise the pay structure of central government employees. Key highlights:

6th CPC to 7th CPC — Pay Conversion
The 7th CPC introduced a uniform fitment factor of 2.57 to convert 6th CPC pay to 7th CPC:
Example: TGT with PB-2 (₹9,300) + GP (₹4,600) = ₹13,900 × 2.57 = ₹35,723 → rounded to ₹44,900 (nearest cell in Level 7)
The fitment factor was designed to ensure approximately 14.29% increase in pay plus revised allowances. The actual benefit was estimated at 23.55% when including HRA, TA, and other allowances.

8th Pay Commission — What to Expect
The 8th Pay Commission is expected to be constituted by 2025–2026 for implementation around 2026–2027. Key expectations:
- Expected Fitment Factor: 2.28 to 2.86 (based on historical patterns)
- Minimum Pay: Expected to rise from ₹18,000 to ₹34,000–44,000
- For Teachers: PRT basic may increase to ₹80,000+, TGT to ₹1,02,000+, PGT to ₹1,08,000+
- Timeline: Commission constitution in 2025, report by late 2026, implementation from Jan 2027 (estimated)
Until the 8th CPC is implemented, all salaries continue to follow the 7th CPC pay matrix with bi-annual DA revisions.
