What Is a Transfer Certificate?

A Transfer Certificate — also called a School Leaving Certificate (SLC) in some states — is an official document issued by a school when a student discontinues studies at that institution. The receiving school requires this document for admission. It serves as proof that the student was formally enrolled, confirms their academic standing, and certifies that they have no pending obligations to the previous school.

Every recognized school in India, whether affiliated to CBSE, ICSE, or a state board, is required to issue a TC when requested. Under Section 5 of the RTE Act 2009, no school can withhold a Transfer Certificate even if fee dues are pending — they must issue it and note the outstanding amount on the certificate.
